1An Act to create 106.01 (11) of the statutes;
relating to: apprenticeship training
2and making appropriations.

Under current law, the department of workforce development (DWD) may
determine reasonable apprenticeship classifications, promulgate rules, issue
general or special orders, hold hearings, make findings, and render orders as
necessary to oversee the apprenticeship programs provided in this state.
This bill directs DWD to provide a trade masters pilot program to recognize
advanced training and postapprenticeship achievements in three trades, crafts, or
businesses, one of which must be in the industrial sector, one in the construction
sector, and one in the service sector of the economy. In addition, the bill provides
funding for the provision of that program and for promotional materials directed at
encouraging youth to participate in apprenticeship programs. Finally, the bill
requires DWD to submit to the legislature, by July 1, 2005, an evaluation of the
effectiveness of the trade masters pilot program in producing workers with advanced
skills beyond the apprentice level.

6department shall submit to the legislature under s. 13.172 (2) an evaluation of the
7effectiveness of the pilot program in producing workers with advanced skills beyond
8the apprentice level.

Trade masters pilot program. In the schedule under section 20.005 (3) of
11the statutes for the appropriation to the department of workforce development under
12section 20.445 (1) (a) of the statutes, as affected by the acts of 2001, the dollar amount
13is increased by $175,000 for fiscal year 2001-02 to provide the trade masters pilot
14program under section 106.01 (11) of the statutes, as created by this act.

Apprenticeship promotional materials. In the schedule under section
1620.005 (3) of the statutes for the appropriation to the department of workforce
17development under section 20.445 (1) (a) of the statutes, as affected by the acts of
182001, the dollar amount is increased by $125,000 for fiscal year 2001-02 to provide
19promotional materials directed at encouraging youth to participate in
20apprenticeship programs.

Effective dates. This act takes effect on the day after publication,
